Your task is to build Gothenburg from 1972 and into the future, to 2021. There are different types of buildings, such as offices, factories, homes, museums and parks, and they are good in different ways. You can also build roads and tram connections. You choose which neighborhoods to build on, provided there is enough space.
In reality, the different political parties are the ones that determine how the city should look and what to invest in. In the game you lead a group with certain goals, such as making Gothenburg an eco-friendly city, or a city of industry and commerce, or a city with as mixed development as possible. Which buildings that are good for your particular grouping is shown with stars.
The aim is to drive the goals of your group while keeping Göteborg happy. You get points by building the right things and make the right decision based on the ideals of your group. You keep the residents happy by for example making sure everyone has jobs and housing.
