PhotoBg is using Apple's Assets Library for users to select multiple photos. And this Apple's library requires Location Service.
If you didn't allow PhotoBG to use Location Service at the beginning, you can allow it following the following steps.
1. iPhone Setting -> Location Service
2. Check if Location Service is on
3. Check if Location Service of PhotoBG is on in the app list
